For swimmer competency at public pool venues, swimmers should demonstrate the following basic accomplishments to ensure their safety and confidence in the water:
California Pool Resources and Swim Lesson Capacity Outlines
As part of ongoing work refining AB 1005, California’s Swim Lesson Voucher and Aquatic Directory Program, the Water Safety Council of Fresno County has developed a series of county-level Pool Resources and Swim Lesson Capacity Outlines for use by water safety advocates across the state. Each report identifies confirmed swimming lesson providers in the county, estimates how many income-eligible children can realistically be served under the new voucher program, and documents the gap between current capacity and actual community need.
This document provides pool-based capacity estimates for swim lesson delivery in any County under the AB 1005 pilot framework. It supports legislative and program planning in circumstances where direct enrollment data — the gold standard — are not yet available. This is the documented operational reality: swim lesson providers across California are difficult to reach during the summer season by any outreach method, and no standardized mechanism for collecting enrollment counts currently exists at the state or county level. Legislators and program designers routinely rely on model-derived estimates to size pilot programs, set voucher budgets, and establish performance benchmarks. This document provides such estimates with full methodological transparency, bounded ranges, and explicit identification of what the data do and do not support.
Basic Swimmer Competency for Public Pools
These competencies align with American Red Cross Learn-to-Swim standards and Model Aquatic Health Code (MAHC) guidelines to ensure public pool safety.
1. Water Comfort & Breath Control
Ability to enter the water safely, including jumping in and resurfacing.
Comfortable submerging head and exhaling underwater.
Floating on back and front for at least 10 seconds.
2. Basic Swimming Skills
Swim at least 25 yards (one pool length) using any stroke (freestyle, breaststroke, or backstroke).
Tread water for at least 30 seconds.
Maintain a horizontal body position while swimming.
3. Safety & Survival Skills
Roll from front to back and float if needed.
Demonstrate controlled breathing while swimming.
Perform a basic survival float for at least 30 seconds.
4. Pool-Specific Safety Awareness
Recognize pool depth changes and safe entry/exit points.
Understand and follow pool safety rules and signage.
Demonstrate how to safely exit the pool without using a ladder.
5. Emergency Response Awareness
Recognize signs of distress in themselves or others.
Know how to call for help and respond appropriately in an emergency.
Understand the importance of swimming with a buddy and supervised swimming.
